The language in the 'Hubs call for proposal' flies in the face of the evidence. When you say "The conference organizers believe that these groups (drug users, sex workers) are crucial to the HIV/AIDS movement and should be able to meaningfully participate in the conference" it is just not true or accurate. If it were true, the conference wouldn't be in the US. IAS did know of immigration difficulties prior to confirming that the conference would occur in Washington DC and chose to go ahead knowing that the immigration problems could not possibly be worked out. We all knew it would take an act of Congress which wasn't going to happen. The conference was awarded to the US at the expense of drug users and sex workers. It is also problematic that you say "In an effort to ensure the inclusion of these groups and to make hosting a hub(s) a viable option, conference organizers have allocated a small hub grant for an interested organization with a focus on people who use drugs". What you're asking for is that drug users press their noses against the window of a country and conference that they can't get into and where their lives and issues are not represented. A hub is not a viable alternative. It is just not an acceptable alternative. We just cannot sign off on something that is supposed to smooth the issue over and make people feel better.
